Lewisburg, TN — The City of Lewisburg is pleased to announce the hiring of Mr. Billy Spivey as its new City Manager. Mr. Spivey brings a broad range of leadership experience from both the public and private sectors, positioning him well to serve the needs of the community and guide the city’s continued growth.
Mr. Spivey most recently served as Vice President of Operations and Chief Operations Officer, where he oversaw complex organizational operations, strategic planning, and day-to-day management. His executive background provides a strong foundation in efficiency, accountability, and results-driven leadership.
In addition to his private-sector experience, Mr. Spivey has an extensive record of public service. He previously served as a County Commissioner for the Marshall County Commission and as a Tennessee State Representative. These roles have given him in-depth knowledge of state law, funding structures, and governmental operations, as well as valuable experience in policy development and constituent service.
Mr. Spivey’s combined experience at the local and state levels strengthens his ability to navigate regulatory requirements, secure funding opportunities, and lead with a clear understanding of how government decisions impact citizens.
A native of Lewisburg, Mr. Spivey is proud to call the area his hometown. His strong ties to the community reflect a deep commitment to public service and to improving the quality of life for the residents of the City of Lewisburg.
